Clear Dynamics – Australian Government Case Study

An operating system for government.

One of Australia’s largest Commonwealth Government agencies is modernizing its welfare payments technology.

Challenge

They required the ability to perform retrospective calculations for customers outside the legacy mainframe, and a solution to transition to a new operating system.

Solution

Clear Dynamics was engaged to explore the use of our “clone-to-cloud” approach for legacy systems modernization. This approach provides a pathway to reverse engineer the data model and rules of a legacy platform, and move it to a modern technology stack (hosted in the cloud or on-premise).

Aieos observed hundreds of odes of event stream data from across the legacy application – consuming 25 + years of data, covering millions of customers / citizens, and hundreds of millions of benefit calculations.

A production-grade system to clone available data was composed in less than 16 weeks. For specific support beneficiaries, the agency can now:

  • Infer the legacy data model from cleansed transactional data (-650+ data nodes).
  • Create a single-view-of-citizen from the cleansed transactional data).
  • Make accurate entitlement calculations.

Value
  • A consolidated, modern, data-first representation and understanding of immensely complex legacy benefit calculations, all contained in a composable library.
  • Delivery of results that match existing outcomes, rather than relying on current legislation across the entire outcome.
  • A single-view-of-citizen / customer with benefits calculations inferred deterministically from event date in the legacy application.
